Think this one would need to be linked with the guests in other leagues poll as one doesn't make sense without the other so I'd need to vote for guests in both cases

I think this needs to be linked to some form of squad system and/or depends on how the league is set up i.e. number of teams/meetings. If you have a rider who is doubling up (usually because of the need for more regular racing), then avoiding a clash of commitments is difficult, and penalises the club not owning the asset, which may drive some riders out of one of the leagues, as nobody will touch them because of race night clashes.

I'd retain the guest system but turn it on its head. For Elite League we currently we have Speedway Regulation 17.7.1.3: "The Guest must be in a current Team Declaration and have an MA that is the same or lower than that of the absent rider. If a replacement PL rider also has a current EL MA then the higher of the MAs will dictate the eligibility."
This is the bit I would change to become "The Guest must NOT be in a current EL Team Declaration and MUST have an MA that is the same or lower than that of the absent rider. If a replacement PL rider also has a current EL MA then the higher of the MAs will dictate the eligibility."
This would put an end to the likes of Chris Harris appearing for every EL team in the course of the season and allow the likes of Greg Hancock, Bartosz Zmarzlik, Nicki Pedersen et. al. who are not riding full time in an EL team to be used as a guest. Assessed averages for such riders would probably need to be tweaked as the current 7.00 may be considered a little low for GP riders.

No ,with so many riders doubling up im afraid guests have to stay even if it becomes a farce at times.
