Should the EL be a 4TT franchise, which could encourage the top riders to sign-up?

Should the points limits be reduced and scrap the double up/down regulationCould you elaborate a bit about the points limits and scrap the double up/down regulation Do you mean the team building points allocation and riders racing in two leagues

It would be better if there was weekly fixtures at some venues. Spectators lose interest if it's only twice a month at home but expect some have to share the venues with stock cars, bangers etc... Can't argue with that idea! There have definitely been some long gaps this season....

Amended-
It would be better if there was weekly speedway fixtures at some venues.
Spectators lose interest if it's only once or twice a month at home but expect it does not help when fixtures are postponed / abandoned due to a waterlogged track or having to share the venues with stock cars, banger racing etc...

Maybe a 4TT comprising the top 4 riders of the 4 clubs that finish top of the league could compete instead of the playoffs Given that there aren't enough riders to go round, I reckon a 4TT format for the EL as a whole would do the trick. You could probably mix the race format so there are some paired heats and some individual. British speedway doesn't seem capable of supporting a full 7 man team at the highest level, so the PL would have that, with the top rider(s) also getting a chance to compete in the less frequent EL fixtures. The promoters who could afford can run an EL and a PL team, with say one EL fixture per month as a special - so there are 6 home El fixtures and the rest are PL. Even if the attendances are lower for the PL, they should still be sustainable - while the less frequent, but well planned, EL fixtures with more top riders taking part might actually attract the corporate sponsorship that's so desperately needed.

This is an interesting idea which i hadn't thought of before... Maybe the Golden helmet competition could be brought back and incorporated into the meetings.. So let's imagine the format was set up along the lines of 16 races where each rider from the teams raced each other once with no final.. Tactical joker rides if 10 behind etc.. and if the Golden helmet holder was present at the meeting there would be a race for the helmet.. The teams would have to submit a team of 6 riders, 4 of whom had to be present for the meeting.. this could be quite helpful with rider availability.. The team could win based on the total number of points scored collectively by its riders over the season. I'm sure there are some problems with it but i like your idea anyway...

Assuming no other fundamental changes, should a team (EL or PL) be allowed to retain their full 1-7 line-up for the next season even if it breaks the team building limit (TBL)? Change one rider and you would then have to abide by the TBL.
