Confusion here as the ref has now decided to exclude Paul Starke saying he took Allen's front wheel.
Verdict is that Starke caught Allen's front wheel when he passes him on B2 and this caused Allen's front wheel to collapse along backstraight. This is why ref has excluded Starke.
